the thing that is vibrating (in living systems) (along with the microtubuals, proteins, nucleic acids, etc.) is the water: "interfacial" water is a partial, cold plasma of quasi-free electrons (and protons) oscillating in coherent (emaser) domaines...

After meeting with Benveniste in the mid 1980s and learning of his ultradilute antigen phenomenon, physicist Emilio del Giudice set about studying the behavior of water from a Quantum ElectroDynamic (QED) perspective to see if and how it might hold such complex and precise information.
          Del Giudice became fascinated with water. In 1988 he published in the leading physics journal, Physical Review Letters, a paper on the freely vibrational nature of water.
          There is a great difference between the properties of "bulk water" (water in a sea, or in a glass) and the water in living systems where it is interfacing with hydrophilic substances (i.e. things that interact with water, things such as proteins and nucleic acids {like DNAs}, for example), and del Giudice spent the next several decades studying "interfacial water". What he found was as follows: interfacial water (water in living systems) is a partial-plasma of quasi-free electrons and protons in coherent quantum domains.

"quasi-free"? - according to del Giudice, in the coherent domains of interfacial water (and about half the water is organised in these coherent domains), in each molecule of water 0.8 electrons (and 0.8 of their "widowed" protons) are free, are plasmal.

However!    

in these cold plasmas we don't have free electrons generating normal, visable, light as they might in a "true" "plasma": we have quasi-free electrons that are probably/possibly generating subtle e.m. fields that some can see.

  Del Diudice says, "… liquid water, made up of Coherence Domains (CD), contains a pool of almost free electrons [0.8 electrons per water molecule] and correspondingly an ensemble of almost free protons (the widows of the quasi-free electrons)…"
and, the partial plasmas are highly organized! they are reflecting, echoing, the e.m. field around them...   and I think what del Giudice is saying, when he says that the "oscillation of the solid surface charges" (things that the water is interfacing with) and the "quasi-free charges of the water CDs … self-adjust … parameters in order to produce a resonance between the two charged ensembles…" is that the water CD tune to whatever is in them, and whatever they are in!


but/so it is not chaotic (not even a wonderful fractal chaos): it is organised, highly patterned, "coherent". It, our living water, is reflecting the vibration of everything in it! So think, rather, in terms of the patterns on vibrating (chladni) plates (though these are much much simpler vibrations then those we are seeing in living systems).

However, note, that these patterns, the chladni plates and cymatic patterns are generated by simple monotonal vibration, simple frequencies. In living system the vibrating patterns will be complex: symphonies, rather than simple tones. Think of the complexity of proteins and nucleic acids...

and yet, all the information in these complex substances, with their complex vibrations, will be there in the living, semi-plasmal water.

Since reading del Giudice's work, when I place my hand on the cat, for instance, I can envisage plasma on plasma: a complex living pulsing electrical symphony. And yes, there are those of us who see, and some who sense, these subtle electric fields. (Subtle? Yes, it's a semi-plasmal field.)

Quantum Electrodynamics (QED) models liquid water as containing zones of quasi-free electrons vibrating/resonating coherently (in a "self-trapped" or "non-vanishing" electromagnetic field). These Coherent Domains (CD) are able to collect noise energy and transform it. And they are radiative, they broadcast. The quantum coherent domains are plasma-like.

Del Giudice say that the CD, "have a very long lifespan." Further, "the CD becomes a device able to transform ambient noise, namely an ensemble of a large number of low frequency excitations into a unique high frequency excitation." And, "the plasma driven by the coupled e.m.f . could "run away" from the initial perturbative regime and transit to a coherent state where all charges oscillate in unison, in tune with a coherent resonating e.m.f. at a common pulsation... When coherence emerges, the energy of the system decreases and consequently the new coherent configuration is protect against instabilities…"

The Coherent Domains are a patterning of the (quantum) dipoles: del Giudice speaks of "the CD electric dipoles".

In a paper by del Giudice and Tedeschi's paper (13): "The coherent oscillations produces an ensemble of quasi-free electrons, able to collect noise energy from the environment... " and "...interfacial water should be almost completely coherent ... " and "At room temperature each water CD includes about five millions of molecules."
          "An ensemble of water CDs traversed by the same flow of energy and in contact with the same biomolecules gets then a chance, according to the general theorm of Preparata, to develop in turn a coherence producing a coherent set of coherence domains. This process can further iterate producing a hierarchy of levels of coherence, that starting from the tiny domains of water molecules 0.1 mm large, could reach eventually the size of cells, organs, tissues, plants, animals, ecosystems."

And right back to Madame Blavatsky and beyond    people have been saying that living being are pulsing, vibrating with energy. Now, though, del Giudice is describing for us the physics and the maths, the science, of water in living systems.
